Inexperienced drivers are to face tough new measures designed to reduce the number of casualties on Ireland's roads. They could be banned from driving if they accrue six penalty points and their drink-drive limit may be lowered.
These changes and others are likely to form part of a new Road Traffic Bill, currently under development by Leo Varadkar. The Transport Minister is quoted in the Independent as saying "Our objective is to become the safest country. The new Road Safety Strategy, which is nearing completion, will have new targets on reducing deaths and a focus on reducing injuries. The new Road Traffic Bill will include changes to the graduated driver system and learner drivers with six penalty points will be disqualified."
The six-point rule is likely to be extended to newly qualified drivers too, and for up to two years after passing the driving test. Currently, all drivers can get 12 points over a three-year period before being banned.
For the same period after passing the test novice drivers will be required to display 'N' plates - and there may be penalty points for those that fail to do so, plus hefty fines. Novice drivers are also to be hit with a lower drink-drive limit - down from 50- to 20mg per 100ml of blood.
The new Road Traffic Bill is also set to include increases in penalty points for speeding, mobile phone use and not wearing a seat belt.
It is expected that the new Bill will come into law by summer 2013 and will only affect those that get a driving permit or pass their test after that date.
